'As the locks have gotten more sophisticated, so have the lock picks,' says Ben Jackson, a senior analyst at Mercator Advisory Group, a Maynard, Mass.-based company that tracks the consumer payments industry. Gift cards attract criminals because they're big business. Consumers loaded $112.3 billion onto gift cards in 2012, according to Mercator reports published in August. The figure includes both closed-loop gift cards, which can only be used at a single retailer, and open-loop cards, which can be used at any store that accepts them. The dollar amount loaded on closed-loop cards grew 4 percent from 2011, while the open-loop market grew 7 percent. 'The thing about gift card fraud is it's the old, ‘John Dillinger, why do you rob banks?' ‘Because that's where the money is,' Jackson says. Classic schemes evolve Thieves continue to use some of the same scams they pioneered several years ago, experts say, but often with a twist. In a, a thief checks gift cards displayed in a store and writes down identifying information or lifts it from the card's magnetic stripe using a scanner. They're approaching merchants directly to obtain the necessary card data. Often this social engineering takes place at the point of sale, Jackson says. Scammers telephone a store, reach a clerk and identify themselves as representatives for the company's central office. They'll ask the clerk to activate a card, load it with value, and then give the thieves the identifying numbers so they can check that it was activated properly. 'They're essentially creating money out of thin air,' Jackson says. A similar, darker, scam involves callers using threats to try to get information from retail employees. Stores in Savannah, Ga., received warnings that the stores would be blown up if a store manager didn't load $500 onto 10 reloadable prepaid debit cards, then read the card numbers over the phone. The, says no manager complied and the bombs never went off, but the scam has appeared in other parts of the country too. Thieves are still buying gift cards with stolen credit cards, says Martha Weaver, the gift card product marketing manager at Travel Tags, an Inver Grove Heights, Minn.-based company that manufactures 500 million gift cards a year. Buying a gift card allows a thief to extract money from the credit card before the cardholder notices the credit card is missing and cancels it. 'Gift cards are an anonymous account to put money on, and anything anonymous in the world of fraud is desirable,' says Weaver. 'It's seen as a way to launder money.' Better enforcement Fraud detection has gotten better both at card processors and among law enforcement agencies, says Dan DeFelippi, a former card thief who has consulted with the Secret Service on fraud techniques and now works as a web developer. Training has improved and there are now more links, formal and informal, between law enforcement and card processors' internal fraud detection departments. 'If they have inside contacts, it helps (law enforcement) investigate, and they'll catch more people and prevent more losses from happening,' DeFelippi says. Buyer beware You can protect yourself from gift card scams by following a few common-sense steps. • Treat gift cards like a food purchase. The same way you wouldn't eat a candy bar whose packaging is torn or battered, stay away from gift cards if the packaging appears damaged. Some card manufacturers are moving away from paper 'clamshell' packaging that can be sliced open and resealed in favor of tougher, plastic packaging that can't be opened without destroying the package. • Don't give out confidential information. There's no reason for a sales clerk to ask for the number of a gift card, so if you encounter that situation, challenge the request and refuse to provide the information. The same applies for callers who request such data to 'check the card's value.' • Investigate online sellers. If you're buying a card at an online marketplace like eBay or Gift Card Rescue, read what previous buyers say about any seller with whom you're consider doing business. Stay away from sellers with negative reviews. If your gift card balance is not what you expect it to be, contact the card issuer immediately. Chase: Sir, we have millions of customers, we couldn’t possibly notify every customer each time we send out a new or renewal card. Me: Why is that? I signed up for Chase alerts, electronic statements and electronic notifications–it doesn’t cost you anything to email a customer. Chase: Sir, I don’t make the rules. Me: This is just outrageous. I don’t want yet a third account number generated. Please do not send me a new card. Just close the account. Chase: Sorry sir, I cannot do that. Me: What do you mean you cannot do that? Chase: Sir, when we suspend an account for fraudulent activity, the system automatically generates a new account number. So there is nothing I can do. You will receive a letter from Chase, please sign and have it notarized and return it or you will be held responsible for the unauthorized charges. Me: Wait a second, something doesn’t make sense. How did anyone manage to use the new card if it requires activation from my home phone number? Chase: That is a good question. Hold on a moment. Chase: Sir, it was not activated. And rest assured that all these charges were declined as a result. Me: Excuse me, but if they were declined, then why are you sending me a letter to be notarized? Chase: Sir, it’s a procedure we must follow under these circumstances. Still thinking that this bizarre conversation was a phishing experiment, I logged on to Chase online and confirmed that my available credit was reduced to zero on this account. The call was legit, after all! What we have here is a perfect storm of coincidences that led to this incident and if you think ID theft cannot happen to you, think again. The credit card was not stolen. It was not intercepted in the mailing process. It turns out that a careless Postal Service letter carrier delivered it to the wrong address, directly into the hands of a professional ID thief. Without missing a beat, that person managed to use the card on the Internet for a small purchase at [redacted–internet site] presumably to see if it works, and then proceeded to use the card to pay for a background check on me at two data brokers. The Chase fraud representative lied–Chase did not, in fact, decline these charges. In an attempt to find out who used my card, I called each merchant and I was informed that they are unable to give me any information because they could ultimately be held liable if I went after that person. I later found out they live in my zip code and through other sources, their name and address. (all three merchants agreed to immediately reverse the charges–something I asked them not to do, because I wanted Chase to investigate this). I learned that the magnetic strip on the back of the credit card remains deactivated until a phone call is made to activate it. However the account number itself, will work if it is used online. The magnetic strip is just a dumb magnet. The “activation” occurs within the electronic credit card systems, not within the card itself] I consider myself a savvy consumer having put in place measures to prevent this from ever happening in the first place: 1) I signed up for a credit report monitoring service that emails me whenever there is new or unusual spending activity. 2) I routinely shred all documents containing personal information. 3) I opted out at the DMA website and subscribed to Catalog Choice to eliminate junk mail. 4) I signed up for electronic statements to prevent misdirected mail 5) I routinely monitor my FICO score. 6) I signed up for credit card alerts sent to my BlackBerry. 7) I pay all my bills using Internet banking instead of sending checks in the mail. Following this incident, I had to take additional measures to protect myself by placing a credit freeze on my credit report at all three credit bureaus as I learned that the “fraud alert” Chase placed for me is not foolproof. Apparently, if someone applies for credit electronically, the computer does not recognize the alert. (one reason why “Life lock” is a bunch of BS) Additionally, I went to to opt out of pre-approved offers for credit and insurance and filed a report with the postal inspector regarding this incident. I also just learned that at least one bank will allow you to pick up renewal cards at a branch, instead of having it mailed to your home. [Consumerist editors – you may want to use the following for an additional article–although it is related to this incident, it bears a separate warning:] Do you frequently get a letter in your mailbox addressed to a neighbor? Or, perhaps, addressed to someone living down the block? Did it ever occur to you that if you are receiving that letter addressed to someone else, perhaps they are receiving your mail? You may not be aware that the postal service has a regular carrier working your route on a five day work week. As mail is delivered six days a week, that means one day each week (usually on a Tuesday) a substitute carrier delivers your mail and they rarely know the route. These subs are not the most accurate to begin with and the postal service rarely keeps them on a regular schedule. So you can be sure that once a week mail will be delivered to the wrong address. That is generally not a problem when all your neighbors are honest people. But, find someone who just happens to be in foreclosure or is about to be evicted and you may find yourself in my situation.With shoddy mail service, the banks are effectively playing Russian roulette with your account and personal information when they bombard you with balance transfer checks and unsolicited cards at random. PC Guy is not the only one. KNTV on this and the new credit cards they ordered were able to not just be used online, they could swipe them at stores, too. When questioned, Washington Mutual said they allow for small purchases to be made on non-activated cards as a courtesy to their customers. You know what would be a real courtesy? Protecting me from identity theft. DirecTV and Dish Network Installation Receiver / Remote Installation Account Activations Operation Instructions Receiver/Remote Installation A basic installation requires that the receiver be installed on or next to the television so that the cables supplied by the manufacturer can reach the rear of the television. The installer should connect your satellite receiver to your VCR. The satellite installer is not required to connect your satellite system to a home theater system, but they are expected to connect any audio/video cables, supplied by your receiver manufacturer, to your television. However, the rear of your television must reasonably accessible. Heavy televisions set inside a stationary entertainment center may be difficult for a single person to safely handle. To have access to Pay-Per-View movies your satellite receiver must be connected to a telephone jack. Your installer is required to connect the satellite receiver to a telephone jack using the telephone cable supplied by the receiver manufacturer. If you have no telephone jack close enough to your television, your installer may offer to charge an appropriate fee to install a jack or provide other options to you. There may not be a requirement for your receiver to be connected to a telephone jack, so you may have the option to not have the telephone connection. Some retailers and advance satellite receivers do require the connection, so ask your sales person about any telephone line requirements before you buy. The installer is required to program your remote control with the proper codes to allow the remote to operate your television for volume and on/off functions. There are situations were some televisions may not be operated by your satellite remote. Older and various off-brand televisions are sometimes difficult to program and may not work with your remote. However, the installer should at least try. Activation Once your system is operational, the installer will call your program provider and have the unit(s) authorized. The installer will provide the program provider with the serial numbers and access card numbers of your equipment. Either you or the installer will tell the customer account representative (C.A.R) your desired programming package. At some point you will need to speak to the C.A.R yourself to verify your address and programing selection. In most cases, both DirecTV and Dish Network require you to provide your social security number in order to immediately activate your programming. Other options to avoid providing your social security number include providing a credit card number or sending money to the programming provider before your system can be activated. If your installer tries to show you how to use the system and then calls to authorize, with the intention of leaving while you are on the phone, do not let them leave. The installer is required to verify that all receivers have been properly activated and work properly. ![]() ![]() Only after the installer has verified all receivers are working should they proceed to showing you how to operate the system. System Education This installation requirement is the most ignored responsibility by some installers. Every installer is required to provide at least 20 minutes of hands on education. Mount the satellite dish on your roof in a spot with a clear view of the southern sky. DIRECTV receiver setup differs slightly based on your particular model, but in general, connect an RG-6 coaxial cable to the Satellite In jack on the back of the box. Connect the telephone cord to the Tel Line jack. Connect your television's cables to the appropriate jacks. For example, if your TV has a single S-Video cable, connect it to the S Video jack.
